Purpose and Reason:

Effetive December 1, 2008, the Pre-Admission Screening/Resident Review (PASRR) program for both individuals with mental retardation/developmental disabilities and identified or suspected serious mental illness is being revised. Major Programmatic changes to the RI PASRR program policy include: - Outlining each state agency's (MHRH, DHS, DOH) responsibilities including Dep't. of Health's quality assurance role within the Nursing Facility survey process; - Specifies particular situations when a resident review is required, moving emphasis from Annual Resident Reviews to Periodic Resident Reviews, and to Change in Condition Resident Reviews, to increase flexibility of screening, and to target periodic reviews for a wider range of conditions for quality monitoring; - Responsibility for the PASRR Evaluator who performs Resident Reviews within the nursing facilities will no longer be provided by DOH. New Policy is being added to describe the responsibility of providers (primary care providers, hospitals and nursing facilities); PASRR quality monitoring also includes emphasis on PASRR admission screening procedures, PASRR record keeping, NF tracking and annual state reporting.
